Opportunities also exist to exempt portfolio mortgage loans fromQM/ATR, and to advance the TAILOR bill to require that current and future regulations be tailored to banks’ risk profile and business model. There is broad recognition on the need for GSE reform but no consensus on what to do. Sen. ElizabethWarren will continue to have a powerful po- sition on the Senate Banking Committee. Self-appointed “sher- iff of Wall Street,” Warren would have pushed Clinton to the left on banking issues and is boisterous in expressing distaste for big banks. With her powerful voice and populist following, Warren will argue forcefully that any legislation reflects her consumer-focused views. She can also frustrate more indus- try-friendly bills passed by the House of Representatives. In the Senate’s role in confirming the next president’s nominees, Warren’s supporters expect her to rail against nominees with substantial Wall Street backgrounds. The Republican House of Representatives can serve as a check onWarren’s proposals. As CBA and others continue efforts to achieve regulatory relief for the industry, we will count on Sen. Gardner, Rep. Tipton, Rep. Coffman, Rep. Perlmutter and other friends to press for regulatory relief.
