21 HќќѠіђџȱ юћјђџ юћѢюџѦ 2014 The beginning of a new year heralds the convening of the Indiana General Assembly. Politically, 2014 will be an important year. The 10-week short legislative ȱȱ¡ȱȱȱęȱ ȱ controversy. The Legislature will consider passing language that would put a constitutional ban on same-sex marriage on the ballot. This heated issue will likely be the most notable legislation of the 2014 session. The administration has developed an agenda that includes the elimination or reduction of business personal property taxes. Additionally ȱ ȱȱȱĴȱȱȱ the common construction wage. Undoubtedly both issues will meet with much opposition. The entire Indiana House of ȱȱȱȱȱ ȱ will be eligible for reelection in 2014. If the gay marriage ban is on the ǰȱȱȱę¢ȱȱ the outcome of the election. Currently both the House of ȱȱȱ ȱ are controlled by a supermajority ȱ ǯȱ ȱ ȱ will likely make a strong push to regain enough seats to eliminate the supermajority control. Consider also that 2014 will be a midterm election, widely regarded by political pundits as a precursor for the next presidential and congressional election. The banking lobby anticipates another busy session. Hot topics include a recalibration of the foreclosure process, legislation addressing abandoned housing and the creation of a land bank. There ȱȱȱȱĴȱȱȱ Property Assessed Clean Energy legislation. ȱ ȱ ȱ ȱ ȱ Team will work to make sure that the lien priority remains subordinate to the mortgage. Legislation is expected to be introduced that will reduce the requirement that 50 percent of public funds be invested in local banks. The legislation also will allow ȱȱȱȱȱȱę¡ȱ annuities. The IBA will strongly oppose this legislation.
