EXECUTIVE DIRECTOR’S MESSAGE WHERE WE’VE BEEN AND WHERE WE’RE GOING RICK JOHNSON Executive Director, UAPA As we enter 2026 and prepare for the opportunities ahead, I want to extend my appreciation to each of our members, partners and industry friends. Last year was one of tremendous movement for UAPA — increased participation, expanded educational efforts and a renewed sense of unity across the state. TRAINING & WORKFORCE DEVELOPMENT: A SIGNIFICANT YEAR OF GROWTH Our training programs saw exceptional engagement in 2025. Compared to last year, we experienced a 474% increase in the number of individuals trained, a powerful reflection of the industry’s desire for continued professional development. Our Lunch & Learn program also expanded rapidly, growing from zero events last year to 10 well-attended sessions in 2025, engaging more than 680 participants statewide. SCHOLARSHIPS: INVESTING IN UTAH’S FUTURE WORKFORCE One of the highlights of this past year was awarding 23 scholarships across Utah, totaling more than $20,000 in support for students pursuing education related to our industry. These scholarships represent our ongoing commitment to developing Utah’s future workforce and strengthening the long-term pipeline of skilled professionals who will support our state’s infrastructure for years to come. We invite you to read the summaries from the students who presented their projects at our Vernal and St. George conferences — you’ll see more of these scholarship opportunities in the future, as their work offers valuable insight and benefits to our entire industry. MEMBERSHIP GROWTH: EXPANDING OUR REACH AND IMPACT Last year also marked significant growth in our association membership. In 2025, UAPA increased from 1,500 individual members to over 2,700, and the number continues to rise. Our new association management platform, GrowthZone, has supported this expansion by streamlining communication and improving member services. We are especially pleased to now extend membership to cities and counties, offering them reduced rates for courses and conferences, as well as a stronger connection to statewide asphalt industry resources. CHARITABLE PARTNERSHIP: SUPPORTING THOSE WHO SERVE We also continued our commitment to the Warrior Rizen Ranch Foundation, UAPA’s charity of the year. The work they do with veterans and first responders is both inspiring and deeply impactful. It was UAPA’s honor to support them throughout 2025, and we look forward to doing even more in 2026. I invite each of you to support their mission — your involvement makes a meaningful difference for heroes right here in Utah. THE YEAR AHEAD This year, we remain focused on expanding opportunities for training, education and industry collaboration. UAPA is introducing a dedicated Safety Corner in both our quarterly magazine (including this very issue) and monthly email newsletter, ensuring that safety remains at the forefront of every project and operation throughout the year. We’re also excited to continue growing our workforce development offerings. This includes expanding our scholarship program and strengthening the pipeline of students entering the industry, helping counter current trends where more individuals leave the workforce than join it. Our relationships with UDOT, as well as cities and counties across Utah, continue to grow, and we look forward to deepening these partnerships this year. Additionally, UAPA is now offering certification courses in Asphalt Inspection, Asphalt Preservation and a statewide Pre-Season Training Course, all designed to elevate knowledge, readiness and consistency before the construction season begins. A tentative calendar outlining opportunities in the months ahead is included in this issue. Thank you for your continued trust, involvement and support. 2025 UAPA FALL CONFERENCE RECAP We had an outstanding turnout and exceptional response to the 2025 UAPA Fall Conference in St. George. The festivities kicked off on Veterans Day with our charity golf tournament at Copper Canyon Golf Course, where a combined crowd of nearly 200 golfers, attendees and hole sponsors enjoyed perfect weather and a beautifully conditioned course. We extend our appreciation to our golf sponsors for making the event possible, and we also offer hearty congratulations to our tournament winners! UAPA Executive Director Rick Johnson provided organizational updates, highlighting major achievements in training, scholarship growth, membership expansion, and our ongoing effort to strengthen partnerships with UDOT, cities, counties and industry stakeholders statewide. Throughout the conference, our 2025 scholarship recipients presented their project findings. Each presentation served as an inspiring reminder of the tremendous talent entering our industry and the value of these students’ research and fresh perspectives. Attendees also heard from UDOT Region 4 Director Kirk Thornock and UDOT Region 4 Materials Engineer Jared Dastrup, who shared regional updates and priorities. Breakout sessions included “Best Practices for Cities and 9

Counties,” presented by Mike Skinner from the Asphalt Pavement Alliance, along with an Asphalt 101 and Asphalt Inspection course taught by industry experts. We were especially honored to hear an inspiring keynote from Shawn Tanuvasa, the chaplain for the BYU Football Team, who delivered a memorable message about responding to challenges in ways that promote growth, resilience and personal development. His remarks resonated strongly with attendees. A special highlight of the conference was our UAPA member panel on local innovations in asphalt, followed by national and regional insights shared by Mike Skinner. We concluded the conference with a message from UAPA President Jonas Staker and our Charity & Scholarship Raffle, which raised $3,000 thanks to the generosity of attendees. November’s Asphalt Summit in Vernal was another outstanding success, marked by strong attendance, excellent presentations and growing engagement from our Central and Eastern Utah partners. We then enjoyed an engaging presentation from Mike Skinner, who took us on a visual journey through our national parks and the unique challenges involved in maintaining asphalt roads in these iconic landscapes. Following Mike, we heard key regional updates from Rob Clayton, UDOT Region 3 director, and Greg Searle, Region 3 materials engineer, who provided valuable insights into current priorities and initiatives within the region. Attendees then participated in a series of educational breakout sessions, mirroring the classes held at our fall conference in St. George, including “Best Practices for 2025 UAPA ASPHALT SUMMIT RECAP 12

Cities and Counties” and “Asphalt 101 and Asphalt Inspection,” all led by industry experts. One of the highlights of the summit was the presentation from Jones & DeMille Engineering on the construction of the US-191 Simplot Project just north of Vernal. Their presentation provided a fascinating glimpse into the engineering, collaboration and hands-on problem-solving required to transform a hazardous stretch of road into a safer, more functional corridor. The project was a powerful example of how industry, UDOT, counties and private partners can work together to deliver lasting public benefit. We were then energized by Michelle McCullough, who delivered an impactful and engaging message titled “Stretching Your Team Without Snapping Them.” Her insights on leadership, resilience and team dynamics resonated strongly with the audience. The summit also featured a college scholarship presentation on “Self-Healing Asphalt,” delivered by Garrett D. Horton and Reeana B. Morrey from Utah State University’s Price campus. Their research and fresh perspective highlight the value of the scholarship program and the potential for future industry innovations. We closed the technical program with a discussion on Utah innovations related to Hi-Mod, Warm Mix Asphalt, RAP, and APWA specifications, followed by additional regional and national context from Mike Skinner of the Asphalt Pavement Alliance. 13

The Utah Asphalt Pavement Association (UAPA) is proud to support Utah’s students, from high school to college, who are shaping the future of our state’s infrastructure. Through hands-on research, creative problem-solving and collaboration, these scholarships help students connect classroom learning with real-world innovation in the asphalt pavement industry. Recipients of individual, college team, and high school team scholarships had the opportunity to present their research projects to audiences of industry professionals at UAPA’s Fall Conference in St. George and the Asphalt Summit in Vernal, both held this past November. SCHOLARSHIP PRESENTATION SPOTLIGHTS Garrett D. Horton and Reeana B. Morrey, University of Utah Eastern Self-Healing Asphalt Through Conductive Heating Garrett is enrolled in the Engineering, Drafting and Design Technology program at Utah State University Eastern while also working for Jones and DeMille Engineering, where he applies his education to support infrastructure and engineering projects. Reena, a third-year student at USU Eastern, is currently pursuing a certificate in Engineering and Technical Drafting and plans to pursue a Bachelor of Architecture. Their project examined the concept of self-healing asphalt using conductive heating. By incorporating metallic fibers into asphalt mixtures and applying eddy current heating, microcracks can be reheated and repaired, potentially extending pavement life and reducing maintenance needs. Mason Young and Rhyder Ambrose, Southern Utah University Thermal Admixture in Asphalt Mason Young is a senior at Southern Utah University studying civil engineering. His professional interests include transportation and construction engineering, and he enjoys spending time outdoors. Rhyder, also a senior, is studying construction engineering. He plans to join the paving crew at W.W. Clyde as a full-time field engineer after graduating in the spring. Rhyder grew up in Milford and enjoys hunting, shooting and fishing. Their project examined the use of Aerogel as a thermal admixture and its thermal impact on asphalt. WORKFORCE DEVELOPMENT Utah’s construction industry continues to grow at a remarkable pace. Population growth, transportation expansion, and ongoing residential and commercial development are driving sustained demand for infrastructure across the state. From roads and utilities to site preparation and vertical development, contractors are facing no shortage of work. What remains in short supply, however, is a steady pipeline of job-ready civil construction workers. Through a partnership with Clyde Companies, the parent company of WW Clyde, Geneva Rock, Sunroc, and others, Mountainland Technical College (MTECH) responded to this challenge in early 2025 by launching its Civil Construction I program, a hands-on, industry-driven training initiative designed to prepare students for immediate employment in the civil construction sector. Offered at MTECH’s Lehi campus, the program reflects a collaborative approach to workforce development — one that brings education and industry together to ensure graduates enter the civil construction field with practical skills, safety awareness and a clear understanding of jobsite expectations. MEETING WORKFORCE DEMAND WITH PRACTICAL TRAINING Utah invests billions of dollars each year in infrastructure projects, including transportation systems, utilities and land development. While this investment supports economic growth, it also places ongoing pressure on contractors to recruit, train and retain qualified employees. The Civil Construction I program was designed as a practical response to that demand. Rather than focusing on narrow or highly specialized tasks, the four-month program provides a broad foundation in civil construction, allowing graduates to contribute across a wide range of jobsite environments. The program consists of 120 hours of instruction and costs $570 for adult students. High school seniors may attend tuition-free, with minimal material fees. This accessibility helps remove financial barriers while supporting the long-term development of the construction workforce. STRENGTHENING UTAH’S CONSTRUCTION WORKFORCE Inside Mountainland Technical College’s Civil Construction I Program 20

BUILT BY INDUSTRY, FOR INDUSTRY A defining feature of the Civil Construction I program is its close alignment with industry needs. The curriculum was developed with input from Clyde Companies, and their supervisors, project managers and field professionals. Industry partners helped identify the skills that matter most for entry-level workers — skills that support safety, productivity and teamwork on active jobsites. These include understanding construction sequencing, recognizing hazards, reading plans and communicating effectively with crew members and supervisors. “Anything that gets built has to go through a civil construction process first,” said Lisa Birch, associate vice president of instruction at MTECH. “With the pace of growth in Utah and across the Mountain West, the need for workers who understand that process continues to increase.” Early estimates suggest that graduates can enter the workforce with a level of familiarity and confidence that would take two to three years to develop through on-the-job experience alone. PROGRAM HIGHLIGHTS A Well-Rounded Foundation Civil Construction I provides students with an overview of the construction lifecycle, from early planning through to project completion. The curriculum combines classroom instruction with hands-on learning, helping students connect theory with real-world application. Areas of instruction include: • Civil construction processes, from mobilization to project handoff • Jobsite safety standards and hazard recognition • Blueprint reading, measurements and basic layout concepts • Soil types, gradations and aggregate fundamentals • Construction materials and placement concepts • Utilities installation and coordination • Environmental considerations and sustainable practices This broad foundation prepares graduates to adapt to a variety of roles and jobsite conditions. Contractors benefit from employees who understand how their tasks fit into the larger project and who recognize the importance of coordination, quality and safety. Hands-on Learning Hands-on training is another core component of the program. Students gain exposure to construction equipment through CAT heavy equipment simulators that replicate the movement, controls and operating conditions of real machinery. This experience helps students develop situational awareness and an understanding of how equipment, crews and workflows interact on a jobsite. Even if graduates don’t immediately operate equipment once they’re in the field, they will leave the program better prepared to work safely around heavy equipment and communicate effectively with operators and supervisors. For employers, this means improved jobsite readiness and reduced onboarding time for new hires. Emphasis on Safety Safety is woven throughout every aspect of the Civil Construction I program. Students are trained to identify potential hazards, follow established protocols and understand their role in maintaining a safe and productive work environment. This emphasis reflects industry priorities, particularly on complex jobsites where multiple trades, equipment and activities occur simultaneously. Graduates enter the workforce with a foundational safety mindset, supporting company safety cultures and reducing early-career incidents. Employers consistently note that safety awareness is one of the most valuable qualities in entry-level employees, making this focus a key strength of the program. Opportunities for All Ages The Civil Construction I program is open to individuals 17 and older, with high school students required to be in their senior year. This structure allows young people to explore construction careers while still in school and helps companies connect with future employees early. High school seniors attend tuition-free, reinforcing MTECH’s mission to provide no-cost technical education before graduation. Adult learners — including veterans and individuals seeking career changes or stable employment — benefit from a short, affordable pathway into the construction industry. 21

Applicants must either pass a free two-hour entrance assessment or waive the assessment by providing qualifying external test scores or documentation. Applicants can take the entrance assessment at MTECH campuses in Lehi, Payson and Provo. CONNECTING EDUCATION TO EMPLOYMENT MTECH reinforces classroom learning through direct engagement with employers. Students participate in jobsite tours, hear from industry guest speakers and attend employer open houses. These connections provide students with a clearer picture of career opportunities while giving employers early access to motivated, job-ready candidates. MTECH also maintains ongoing relationships with industry partners, helping companies meet workforce needs more efficiently. Graduates of the Civil Construction I program are already experiencing strong employment outcomes, reflecting the program’s alignment with industry needs. Many are hired quickly by local construction companies and placed at higher starting levels than traditional entry-level workers. Some partnering employers, including Clyde Companies, recognize the value of the training received by graduates by placing them in Level 2 labor roles or equivalent classifications. These placements can result in annual earnings that are $1,500 to $2,000 higher than those of entry-level positions. ADVANCING THE CONSTRUCTION WORKFORCE The Civil Construction I program aligns with Mountainland Technical College’s mission to enhance employability through market-driven career and technical education. By responding directly to industry input, the program supports stronger jobsite performance, improved retention and long-term career growth. Looking ahead, MTECH is exploring expanding its offerings with advanced and specialized certifications in other areas of the construction industry, including surveying, heavy equipment operation and materials management. These future offerings would enable workers to continue developing skills within the industry, further strengthening Utah’s pipeline of skilled construction workers. BUILDING THE FUTURE, TOGETHER As Utah’s construction needs continue to expand, partnerships between industry and education will play an increasingly important role. The Civil Construction I program demonstrates how collaborative training efforts can strengthen the workforce and support the success of construction companies across the region. With multiple cohorts offered throughout the year and strong employer engagement, the program is quickly becoming a cornerstone of workforce development. For individuals seeking hands-on work and for employers seeking skilled, safety-conscious employees, Civil Construction I offers a promising path forward. The workforce that builds Utah’s communities is growing stronger, one class at a time. JORDAN SCHOOL DISTRICT CIVIL CONSTRUCTION COURSE WORKFORCE DEVELOPMENT In the new Civil Construction course in Jordan School District, high school students will explore the dynamic and rapidly growing field of civil construction. In this course, students will not only learn foundational concepts but also participate in design projects, interact with industry professionals, and gain valuable skills directly applicable to a variety of civil construction careers. UAPA/UDOT ASPHALT INSPECTION CERTIFICATION CLASS UDOT is committed to fostering collaboration and professional development within our industry through strategic partnerships. The UAPA HMA inspection course is a key component of the department’s new Construction Training Program (CTP) initiative. Completion of this course will be a mandatory requirement for all UDOT and consultant inspectors. By implementing this requirement, we anticipate a significant enhancement in knowledge and consistency across all asphalt paving and construction inspection processes. Taught by UAPA and UDOT representatives at the UDOT Central Office, this class will increase your knowledge related to the design, production and inspection of Hot Mix Asphalt (HMA) pavements. The need to understand the differences between a structural-focused mix and a durable-focused mix is necessary to be able to select the proper mix for the application, but even more paramount is the need to be able to verify that the desired mix has been properly produced and placed in the field. COURSE BENEFITS • Gain a general understanding of the basics of asphalt mixes and how the mix components affect performance. • Gain an in-depth understanding of the construction and inspection of HMA pavements, including the national and local standards used to evaluate the performance of such pavements. • Understand HMA pavement specifications and correct applications. • Identify deficiencies that may occur from time to time in HMA pavement construction and suggest remedies to address such concerns. • Incorporate recommended best practices prior to, during and post construction. UAPA AWARDED WORKPLACE SAFETY GRANTS BY UTAH LABOR COMMISSION The Utah Asphalt Pavement Association (UAPA) was recently awarded two grants from the Utah Labor Commission to support its 2026 workplace safety programs. These funds will further enhance safety across Utah’s asphalt paving sector and expand valuable safety resources for UAPA members. UAPA’s Excellence in Safety Award (EISA) program received funding to support safety recognition for member companies, employees, industry partners and associates. In addition, UAPA received funding to develop and implement its “Get Your Head in the Game” preseason training, a comprehensive safety campaign focused on jobsite hazard awareness and prevention. EXCELLENCE IN SAFETY AWARD The EISA program recognizes organizations that demonstrate outstanding dedication to workplace safety initiatives. Award recipients are selected based on improvements in safety performance, implementation of innovative training methods and an overall commitment to maintaining high safety standards. A new initiative for 2026, the EISA program is open to all UAPA member companies, industry partners and associates at all stages of safety performance. Its objective is to evaluate current safety practices and serve as a catalyst for strengthening safety standards across participating companies. The UAPA Safety Committee played a pivotal role in securing the grant funding for both initiatives. Throughout 2025, committee members implemented a strategic plan encompassing both the EISA program and the “Get Your Head in the Game” training. UAPA leadership recognizes and values the committee’s efforts in establishing a framework to elevate safety standards within the association and across the industry. These efforts aim to drive measurable improvements in safety protocols among member companies, resulting in fewer workplace incidents and safer environments for employees and their surrounding communities. INDUSTRY LEADERSHIP AND IMPACT The funding awarded for these initiatives highlights UAPA’s commitment to enhancing safety standards and promoting safety awareness within Utah’s asphalt paving industry. Through collaboration with contractors, engineers, state officials, municipalities, UDOT and other stakeholders, UAPA continues to promote education and support safe work environments, positioning itself as a leader among construction trade associations statewide. Upon receiving the grant, UAPA Executive Director Rick Johnson expressed appreciation to the Utah Labor Commission: “This funding underscores the dedication of our members to protecting workers and the public. We remain focused on raising the bar for industry safety and will use these resources to further our mission.” With this funding, UAPA renews its commitment to prioritizing safety and health in all aspects of its work. Watch the UAPA/UDOT Hi-Mod Asphalt Technical Webinar On Dec. 17, 2025, the Utah Asphalt Pavement Association and Utah Department of Transportation collaborated to host a special technical webinar on Utah’s Highly Modified (Hi-Mod) asphalt mix. Featuring experts from UDOT, industry producers, suppliers and contractors, the session provided a comprehensive look at Hi-Mod design, performance, construction, hauling, milling and field results, followed by an informative Q&A session. This meeting was specifically designed to address the numerous questions UAPA professionals and leadership have received about Utah’s Hi-Mod.
