Dear GADA Members and Friends: It is an honor and pleasure to serve the franchised dealers of Georgia. As part of GADA’s ongoing mission to assist our members, I am proud to present you with our 2026 Membership Directory. This publication can be used often throughout the year as a resource to quickly find important information and contacts. GADA continues to represent the interests of franchised dealers at the State Capitol as well as in Washington. We work each day to make sure that lawmakers know and understand the benefits of the franchise system to consumers and communities. I encourage all dealers to get involved in the legislative process. The benefits of getting to know your legislator cannot be understated. The many legislative successes GADA has achieved over the years would not be possible without the voices of our dealers. GADA also continues to provide value to our members through our successful workers’ compensation fund, insurance agency, business forms store and title services. One of the most important functions that GADA performs is to provide information to our members, such as upcoming changes in laws, compliance guidance and legislative action alerts. It is my privilege to serve as Georgia’s NADA Director. It is gratifying to be part of such a supportive organization. NADA supports dealers not only in Washington but also with manufacturers. It also promotes the many benefits of franchise dealerships to the media, lawmakers and the public. The many programs and services NADA provides make being a member of NADA a no-brainer. If you aren’t already a member, scan the QR code to learn more about the benefits and join today. https://www.nada.org/nada/membership/benefits-nada-membership Here’s a summary of just some of the issues on NADA’s agenda in the months ahead: VW/SCOUT DIRECT SALES VW’s attempt to sell Scout vehicles directly to consumers and Sony Honda Mobility’s announcement of intentions to sell directly to consumers, without utilizing franchised dealerships, is misguided and bad for consumers. Recently, the Colorado Motor Vehicle Dealer Board granted VW-owned Scout Motors a dealer license, allowing VW/Scout Motors to sell new, used and wholesale vehicles directly to consumers in Colorado. The Colorado board’s decision to allow VW/Scout to undercut their franchised dealers sets a troubling precedent that undermines important protections for both dealers and consumers. NADA will work closely with the Colorado Automobile Dealers Association (CADA) as next steps are determined. NADA continues to oppose VW/Scout’s direct-to-consumer strategy nationwide by supporting litigation in California and Florida to protect the state vehicle franchise model and consumers. In addition, NADA, through its Legal Defense Fund, has assisted GADA in a direct sales challenge brought by Lucid Motors. NADA will continue to work with state association executives to determine the best paths forward to protect the franchise system and stand behind dealers. RESET OF CAFE RULES President Trump and the National Highway Traffic Safety Administration (NHTSA) announced a plan to overhaul Corporate Average Fuel Economy (CAFE) standards starting with 2022 model year vehicles. This comes after findings from the Trump administration that previous standards improperly factored in the efficiency of non-gas vehicles, resulting in unachievable requirements. The revised fuel efficiency standards, combined with the administration’s proposal to eliminate Biden-era EPA standards, will relieve NADA Director’s Message WWW.GADA.COM | 5

regulatory pressure on manufacturers to produce EVs in excess of consumer demand. NADA plans to submit written comments for the record and testify at the NHTSA hearing in support of the proposed CAFE standards. SO-CALLED “RIGHT TO REPAIR” LEGISLATION The REPAIR Act (H.R. 1566/S. 1379) creates a legal path for unlimited third-party access to all vehicle data, which would create intellectual property and data security risks. The REPAIR Act would also open warranty and repair work to independent dealers. The REPAIR Act is being considered as a candidate for inclusion in this summer’s Surface Transportation Reauthorization bill, often referred to as “the highway bill,” which is reauthorized every five years. NADA, along with other industry stakeholders, will be sending a letter to the subcommittee in opposition to this legislation and will continue its efforts to prevent the passage of this bill and block its inclusion in the upcoming Surface Transportation Reauthorization bill. TARIFFS The threat or imposition of tariffs on countries critical to U.S. auto manufacturing and supply warrants NADA’s engagement. NADA is working with stakeholders across the auto industry and is engaging the administration and Congress to protect dealer interests. In November, the U.S. Supreme Court heard oral arguments in Trump v. V.O.S. Selections Inc., which addresses the legality of President Trump’s tariffs under the International Emergency Economic Powers Act (IEEPA). While the case could generate significant headlines about tariffs, it’s essential for dealers to understand that the case does not significantly impact the tariffs on vehicles and vehicle parts. Stay informed about the latest NADA issues and events. While GADA always makes its best effort to pass important NADA information to you, I encourage you to maintain NADA membership, read NADA emails and participate in NADA’s many educational offerings. TITLE SERVICES GADA’s Title Services department handles any type of title issue a dealership may encounter for both Georgia and out-of-state titles. GADA DEALER ADVOCACY FUND The GADA Dealer Advocacy Fund (hereinafter GaDAF) was established by the GADA Board of Directors in 2022 for the purpose of promoting and protecting the interests of franchise automotive dealers in Georgia, and for the entire Georgia franchise dealer body, and not for the personal benefit of any individual dealer. The GaDAF will be used to advocate for the preservation of the franchise dealer model as well as other significant issues affecting automotive dealers. Funds may be used for expenses associated with advocacy on behalf of GADA members, including but not limited to the hiring of consultants, lobbyists, attorneys, public relations, marketing and event sponsorships. In no event will funds be used to cover routine operating expenses of GADA or political contributions. LEGISLATIVE & GOVERNMENT AGENCY LIAISON Close liaison with the Georgia General Assembly and all state agencies affecting automobile business is a year-round primary activity for the Association. GADA is one of the strongest lobbying associations in the state. Throughout its history, GADA has successfully lobbied on behalf of dealers on a wide variety of issues. CARD OF GEORGIA Officially known as the Committee of Automobile Retail Dealers of Georgia, CARD is a voluntary, non‑profit, unincorporated group whose membership consists of motor vehicle dealers and others interested in the welfare of the automotive industry. CARD was established to serve as a political fundraising arm of GADA to promote and directly support legislators concerned with the welfare of the automotive industry. GADA Dealer Advocacy Fund PURPOSE OF THE FUND The GADA Dealer Advocacy Fund (hereinafter GaDAF) is hereby established to serve as a source for the collection and disbursement of funds to be used as described below. The Fund is designed for the purpose of promoting and protecting the interests of franchise automotive dealers in Georgia, and for the entire Georgia franchise dealer body, not for the personal benefit of any individual dealer. SOURCE OF FUNDS A. GaDAF will assume the balance of and replace the GADA Legal Defense Fund. Additional voluntary contributions may be solicited from dealers, associate members and other interested parties. All assessments and contributions to the fund may be deductible as ordinary and necessary business expenses. B. All funds on GaDAF shall be maintained in a bank account, which shall be separate and segregated from the bank accounts of GADA. C. A report of the Fund’s receipts and disbursements shall be provided in the financial statements of GADA. Any monies remaining in the Fund at the end of its fiscal year shall be carried forward to the next fiscal year. The fiscal year of the Fund shall be July 1 to June 30. USE OF THE FUNDS The GaDAF shall be used to advocate for the preservation of the franchise dealer model as well as other significant issues affecting automotive dealers. In no event shall funds be used to cover routine operating expenses of GADA or political contributions.
