He assumes the CSO role as Jim Logue, former CSO, shifts to responsibilities as chief public policy officer. Peffley joined Cinnaire in 2013 through the merger of Great Lakes Capital Fund and Delaware Community Investment Corp., and he most recently served as executive vice president of community develop finance. He has 27 years of experience in the housing finance and community development industry, including work with Fannie Mae and the Delaware State Housing Authority. Peffley serves on the board of the Housing Alliance Delaware, the National Association of State and Local Equity Funds and the Community Service Building Corp. In 2015, he was named HDC MidAtlantic Housing Advocate of the Year, recognizing significant contributions to affordable housing. Mary Williams has been promoted to senior vice president, chief operations, of United Bankers’ Bank, Bloomington, Minnesota. She succeeds Anne Hofstede, who has retired after 41 years of service. Williams joined UBB in 2007, most recently serving as SVP, operations manager, and she has more than 25 years of experience in the banking industry. She is a graduate of St. Cloud Business College DEPARTMENTS ASSOCIATE MEMBERS’ CORNER and holds an auditing certification from Ridgewater College. Julie Eslinger, manager with Kruggel Lawton CPAs, South Bend, has completed requirements to earn designation as a certified valuation analyst from the National Association of Certified Valuators and Analysts (NACVA). To gain accreditation, candidates must successfully complete an intensive training and testing process. A certified public accountant, Eslinger has more than 10 years of public accounting experience. She is a member of NACVA, the American Institute of Certified Public Accountants and the Indiana CPA Society. Indiana Statewide Certified Development Corporation has been ranked by the U.S. Small Business Administration as the state’s top small-business lender from the SBA 504 program for fiscal year 2018, ending Sept. 30. In FY 2018, Indiana Statewide CDC provided 50 loans totaling $35.8 million to companies across Indiana, creating or saving approximately 550 jobs. The organization is managed by Cambridge Capital Management Corporation, Indianapolis. Additionally, Premier Capital, Indianapolis, ranked second in the state in small business lending for FY 2018, and Business Development Corporation, South Bend, ranked fourth.
