6 SEPTEMBER / OCTOBER 2021 One dictionary definition of “eventful” is “full of or rich in events.” By that standard, the past couple of months at the Indiana Bankers Association have been eventful in the best of ways. In July, we hosted the IBA Annual Washington Trip, which Chairman Zahn covers in his column on the facing page. We appreciate all of the participants who made this grassroots advocacy event a success. In August, we held the IBA Annual Convention in beautiful French Lick. It was a joyous homecoming to have more than 450 member bankers and associate members come together in this beloved Indiana setting. Kudos to IBA’s Chris Bennett, vice president-meetings & events, and Susan Clark, events & products/services assistant, for skillfully executing this momentous event. Thank you as well to the rest of the IBA team, with everyone pitching in to make Convention run like clockwork. I’d like to offer special thanks to Paul Freeman, IBA executive vice president, who is retiring at the end of September. The Association simply would not be what it is without Paul’s 34 years of dedicated service. A heart-warming moment at Convention was when Paul was recognized at the Chairman’s Banquet, and the audience erupted into thunderous applause. Paul’s retirement information appears in the Taking It Easy section, page 31, of this issue of Hoosier Banker. More information is to come in the November/December issue, as his contributions to the IBA are too great to contain to a single announcement. Also forthcoming VANTAGE VIEWPOINT Don’t Miss Out! is a reception in Paul’s honor scheduled in October at the Mega Conference. Another highlight of the Annual Convention was the opportunity to induct exceptional members of the Indiana banking community as IBA Leaders in Banking Excellence, the Association’s highest honor. After last year’s hiatus from this in-person ceremony, it was a pleasure to present awards to the combined classes of 2020 and 2021. Thank you to U.S. Sen. Mike Braun and Director Tom Fite of the Indiana Department of Financial Institutions for joining us to offer words of wisdom. Also, congratulations to our 17 honorees. Hoosier Banker 7 The Indiana Bankers Association has once again claimed a first with its 2021 Annual Washington Trip. When 50+ Hoosier bankers met in the nation’s capital in July, IBA was the first state bankers association this year to hold a DC trip in person. Since travel to Washington was curtailed in 2020, our presence was certainly felt. As in past Washington trips, we spent two full days meeting with representatives of the national bank trade associations, regulatory agencies and of course our congressional delegation. A couple of the agency meetings were virtual, but mostly we held meetings in person. A different setup this year, due to COVID-19, proved to be beneficial. Instead of us walking to meet with members of the Indiana delegation in their individual offices, they came to visit us in a large-space meeting room. Less walking time meant more talking time – and there was plenty to talk about. Topics on the agenda included credit unions, the Farm Credit System, FedNow payments, IRS reporting, interchange and electronic payments system, and banking relative to cannabis. We also covered the Enhancing Credit Opportunities in Rural America (ECORA) Act plus environmental, social and governance issues. Very encouraging is that our discussion on the need to close the industrial loan company loophole led to some positive momentum on the Hill. For anyone who wonders whether talking with lawmakers really makes a difference, it does! Legislators appreciate and rely on the insights of the banking community to help them dissect complex topics and work toward solutions. If you’ve never been on the IBA Annual Washington Trip, please prioritize it for 2022. You don’t have to be an expert on political strategy. Simply be yourself – a committed and caring professional with banking expertise. The IBA takes care of the rest. But don’t wait until next year to engage in grassroots advocacy. The IBA is continually providing opportunities that you can act on now. Every issue of IBA E-News is your chance to learn more about legislative topics, and every IBA action alert is your opportunity to make your voice heard. Take advantage of IBA’s assistance in advocating for banking. The time you spend in advocacy is an investment in the future of the industry. If you think you’re too busy now to speak out against onerous legislation and unwieldy regulations … imagine how your schedule will look if youdon’t. So thank you to Amber and the IBA team for making the 2021 DC trip another success. And thanks for taking us to the Washington Nationals ballgame. For me, relaxing at a ballpark with banking friends is a great ending to any trip. Hoosier Banker 11 The Indiana Bankers Association created the Leaders in Banking Excellence award in 2018 to showcase exceptional leaders who have positively impacted Indiana banks and the communities they serve. Nine awards were presented the inaugural year of the award at a special ceremony at the IBA offices. The following year, six LBE awards to the class of 2019 were presented at a similar ceremony. In 2020, 10 members of the Indiana banking community were named Leaders in Banking Excellence, but pandemic conditions prevented an in-person celebration. For that reason, this year the IBA presented awards to two classes of honorees – the classes of 2020 and 2021 – at a combined ceremony at the Annual Convention in French Lick. On Aug. 16, approximately 120 guests assembled for an afternoon awards ceremony celebrating the induction of 17 Leaders in Banking Excellence. Presenting dignitaries included U.S. Sen. Mike Braun; Director Thomas C. Fite, Indiana Department of Financial Institutions; IBA Chairman Michael S. Zahn; and Amber R. Van Til, IBA president and CEO. Additionally, each honoree was invited to make comments. Three honorees who were unable to attend the ceremony were presented with the awards in advance, and their videotaped acceptance speeches were shown. All honorees were presented with ebony keepsake plaques commemorating their status as Leaders in Banking Excellence, IBA’s highest honor. The awards ceremony culminated with the showing of a traveling version of the IBA Wall of Excellence. A permanent Wall of Excellence is on display at the IBA offices in Indianapolis, with crystalline plaques representing all the Leaders in Banking Excellence designated since 2018. The classes of 2020 and 2021 Leaders in Banking Excellence honorees include a range of current and retired honorees. ALLISON Owen County State Bank Spencer Class of 2020 Plaque Inscriptions George L. Allison is past president and CEO of Owen County State Bank, Spencer, as well as a retired director. He joined the organization in 1962 and was elected to the board in 1967. During his nearly 60-year career, Allison served in almost every position with the bank, from mail room clerk to chairman of the board. Additionally, he served the Indiana Bankers Association as 1996-97 chairman. Allison has been active with multiple community organizations and was instrumental in helping to found the Owen County Family YMCA and the Owen County Community Foundation. He and his late wife, Jetta L. Allison, created the Allison Family Fund in 2007 to support local causes. Dwight is chairman and CEO of Horizon Bank, Michigan City, as well as chairman of Horizon Bancorp. He joined the bank in 1979 and was promoted to president in 1998, chairman and CEO in 2003, and chairman of the holding company in 2013. Dwight has been active with organizations including the Indiana Chamber of Commerce, Michigan City Aviation Commission, Michigan City Economic Development Commission, Purdue North Central, Chicago Federal Reserve Bank, One Region and the Northwest Indiana Regional Opportunities Council. Ewing is corporate president and secretary of German American Bancorp Inc. and president and chief banking officer of German American Bank, Jasper. Additionally, he is designated to be named vice chairman effective Jan. 1, 2021. Ewing began his banking career in 1978 and joined German American in 1994. He has served in leadership with organizations including the Bank Administration Institute, Leadership Perry County, Economic Development Coalition of Southwest Indiana, Perry County Community Foundation, Perry County Development Corp., Perry County United Way and Tell City Jaycees. As 2018 chairman of the Indiana Bankers Association, Ewing initiated efforts to establish collegiate banking studies in Indiana and to create an IBA-led statewide banking internship program. He is a Sagamore of the Wabash, a member of the IBA 40 Year Club, and a graduate of Lockyear College and the School for Bank Administration at the University of Wisconsin. William W. Harrod, president and CEO of First Harrison Bank, Corydon, began his banking career in 1978. He served with Harrison County Bank, Mutual Trust Bank and Louisville Trust Bank before joining First Harrison Bank in 2000 as chief operating officer. Harrod’s community leadership includes past service as: president and chair of the Harrison County Chamber of Commerce; founding member and chair of Leadership Harrison County; founding member of Habitat for Humanity of Harrison County; chair of United Way of Harrison County; and board member of Blue River Services Inc. ISCH First Bank of Berne Charles E. Isch retired as president and CEO of First Bank of Berne in 2010 and as a director in 2015. He served his full banking career with First Bank of Berne, joining in 1964 as a teller. Isch is past president of the Berne Chamber of Commerce and was named Berne Citizen of the Year in 2009. Miles is CEO of First Farmers Bank & Trust, Converse, president and CEO of First Farmers Financial Corp., and a director of both organizations. He was named president and CEO of the bank in 1997 and transitioned to his current position in 2019. Miles was honored with the American Bankers Association Bruning Award in 2016 for lifetime achievement in agricultural banking; was awarded an Indiana House resolution in 2017 in recognition of banking accomplishments; and attended the 2018 State of the Union address in Washington, D.C., at the invitation of U.S. Sen. Todd Young. Miles is a member of the Indiana Bankers Association 40 Year Club and has served on the IBA Insurance Agency Board of Directors. He is a graduate of Purdue University and of the Graduate School of Banking at the University of Wisconsin. Larry W. Myers is president and CEO of First Savings Bank, Jeffersonville. He joined the bank as chief operating officer in 2005 after prior experience with banks in southern Indiana and Kentucky. A board member of the Federal Home Loan Bank of Indianapolis and the Indiana Statewide Certified Development Corp., Myers served in past leadership positions with the St. Louis Federal Reserve Community Depository Institutions Advisory Council; American Bankers Association; and Indiana Bankers Association, for which he was 2015 chairman. He has been active with One Southern Indiana and Boy Scouts Lincoln Heritage Council, has been inducted into the Kentuckiana Business Hall of Fame and is a member of the IBA 40 Year Club. Myers earned bachelor’s and MBA degrees from the University of Kentucky and completed the Graduate School of Banking of the South and the Cannon Trust School. John W. Tanselle, a partner at SmithAmundsen LLC, Indianapolis, co-chairs the firm’s financial services practice group. A practicing attorney since 1981, he helped draft banking-related Title 28 of Indiana Code. Tanselle is a former trustee for Methodist Health Foundation and Christian Theological Seminary, as well as a past board member of the Indianapolis Public Library Foundation. He has earned multiple awards including: Best Lawyers Indianapolis Banking and Finance Law Lawyer of the Year in 2014; Best Lawyers in America; Indiana Super Lawyers; and recognitions from the Indianapolis Business Journal for Who’s Who in Banking and 40 Under 40. WARNER Bippus State Bank Huntington Ryan M. Warner has devoted his full career to Bippus State Bank, Huntington. He joined the organization in 1977, was promoted to president in 1987, and was named chairman of the board and CEO in 2019. Active in the banking community, he serves as a director of the Federal Home Loan Bank of Indianapolis. Additionally, Warner was 1992-93 chairman of the Community Bankers Association of Indiana, which later merged with the Indiana Bankers Association. Wihebrink retired as chairman of Logansport Savings Bank and Logansport Financial Corporation in 2013, leaving a strong succession plan as part of his legacy. He joined the organization as a board member in 1991; and he was appointed president, CEO and chairman in 2000. Wihebrink began his career with KPMG Peat Marwick LLP; later worked for Smith, Thompson, Wihebrink & Co. Inc. for 15 years; and from 1988 to 2000 served with T.M. Morris Manufacturing Co. Inc. as vice president and chief financial officer. He supported the community through leadership positions with the North Central Indiana Workforce Investment Board, Logansport Cass County Chamber of Commerce, Neal Home retirement community, Logansport Economic Development Foundation, Cass County United Way, and the United Way and Cass County Family Y in Logansport. A certified public accountant, Wihebrink is a graduate of Ball State University. Class of 2021 Plaque Inscriptions David B. Becker is chairman and CEO of First Internet Bancorp and its subsidiary, First Internet Bank of Indiana, Fishers. He founded the bank in 1999, and it became the first state-chartered FDIC-insured institution to operate exclusively online. Becker is a founding board member and first chairman of TechPoint, and additionally supports the Indiana Technology and Innovation Association, TechPoint Foundation for Youth, Women’s Fund of Central Indiana, Central Indiana Community Foundation and Central Indiana Corporate Partnership. A champion of education, he presently serves on the board at his alma mater, DePauw University, and previously held board positions at Indiana and Vincennes Universities. A Sagamore of the Wabash, Becker’s accolades include the Ernst & Young Entrepreneur of the Year Award, TechPoint Trailblazer in Technology Award, Junior Achievement of Central Indiana Business Hall of Fame and the Lifetime Achievement Award from College Mentors for Kids. Richard E. Belcher founded First Federal Savings Bank, Rochester, out of the back of a grocery store in 1966 and today serves as chairman and CEO. His leadership includes service as 198586 chairman of the Indiana League of Savings Institutions, which later merged with the Indiana Bankers Association. In 2021 Belcher donated more than $3 million to multiple Fulton County nonprofits, culminating an estate plan created with his late wife, Suzanne. Belcher has been named Rochester Chamber of Commerce Outstanding Citizen, Northern Indiana Financial Entrepreneur of the Year, and he and Mrs. Belcher together earned the Rochester Community Service award and the Purdue University President’s Council Pinnacle award. In 2008, he spearheaded construction of the first LEED-certified bank branch in Indiana. A member of the IBA 40 Year Club, Belcher is a graduate of Purdue University and a veteran of the U.S. Army. RICHARD E. BELCHER First Federal Savings Bank Rochester MARK S. FOGT Garrett State Bank Mark S. Fogt is longtime president and CEO of Garrett State Bank. His career began in 1974 with The First National Bank of Findlay, Ohio, and he advanced through other Ohio institutions before joining Inter-Community Bank in New Jersey as president and CEO. Since joining Garrett State Bank in 1993, Fogt has served multiple organizations including the Garrett Museum of Art, Junior Achievement, Dekalb Memorial Hospital, Judith Clark-Morrill Foundation, Rotary Club and Garrett Heritage Days. He was 2002 chairman of the Community Bankers Association of Indiana, which later merged with the Indiana Bankers Association, and he is a member of the IBA 40 Year Club. Geis is past president/CEO and a current director of Jackson County Bank and of Bancorp. of Southern Indiana, Seymour. He joined JCB in 1976 and was promoted to president/CEO in 1980 at the age of 28, continuing in that role to his retirement in 2017. Geis previously served with Indiana National Bank and the Indiana Department of Financial Institutions. He has been active with community and professional organizations including Seymour Industrial Corp., the Jackson County Community Foundation, the Greater Seymour Trust Fund, the Greater Seymour Chamber of Commerce, Jackson County Industrial Development Corp., the Indiana Chamber of Commerce and the Independent Community Bankers of America. He led the Indiana Bankers Association as 2011 chairman and is a member of the IBA 40 Year Club. Geis is a graduate of Indiana University and completed the Graduate School of Banking at the University of Wisconsin. James D. Neff has been serving as president of Horizon Bank, Michigan City, and Horizon Bancorp since 2018. He joined the bank in 1999 after prior service with First of America Bank, La Porte, where he began his career in 1978. Among other accomplishments, Neff has overseen the completion of 14 bank mergers and acquisitions. He is a member of the Purdue University Northwest Sinai Forum Advisory Board and the Michigan City Rotary Club; past president and campaign chairman of the Greater La Porte County United Way; and past associate member of the La Porte County Board of Realtors, La Porte County Home Builders Association and the Michigan City Community Development Corp. Neff has volunteered as a Salvation Army bell ringer for more than 25 years. He is a graduate of Purdue University North Central and the Leadership La Porte County program. Michael C. Rechin retired as president and CEO of First Merchants Bank, Muncie, at year-end 2020. During his tenure, he led the bank on a high-performance, high-growth track, overseeing nine bank acquisitions including expansion into Illinois and Michigan. Under Rechin’s leadership, the bank’s balance sheet grew from $3 billion to $14 billion, and the market value of the company grew nearly five times as of Dec. 31, 2020. The company has received multiple accolades including four “America’s Best Banks” awards from Forbes; recognition as “Indiana’s Best Bank” by Newsweek; and “Best Places to Work” honors in Indiana, Ohio and Illinois. In 2020, First Merchants announced a $1.4 billion investment to direct resources to underserved communities. Rechin has been active in community leadership and is a past board member of the Indiana Bankers Association. He earned bachelor’s and MBA degrees from Miami University of Ohio. MICHAEL C. RECHIN First Merchants Bank Muncie C. MICHAEL STEGALL Community First Bank of Indiana Kokomo C. Michael Stegall led the founding of Community First Bank of Indiana, Kokomo, in 2003 as the first new bank in Howard County in 50 years. He served as CEO and president until his retirement in 2015 and continues his service as a director of the bank and of Community First Financial Corporation. Stegall began his career in 1971 with First National Bank, Bloomington, and later moved to First National Bank & Trust, Kokomo. His community service includes leadership with the Community Foundation of Howard County, the Greater Kokomo Economic Development Group, the Kokomo CEO (Creating Entrepreneurial Opportunities) Program, United Way of Howard County, St. Joseph Hospital and the Greater Kokomo Chamber of Commerce. In August, more than 450 members of the Indiana Bankers Association joined together in French Lick for the Annual Convention, themed “New Day Rising,” presented by UnitedHealthcare. This marked the end of a long two-year in-person pause on the event due to the pandemic, and it was great to be together again. The event kicked off Sunday morning with a golf tournament at the Donald Ross Course, sponsored by Krieg DeVault LLP, followed by an evening reception in the exhibit hall and the Chairman’s Banquet, sponsored by IBA Group Insurance Trust. Pre-dinner entertainment at the Chairman’s Banquet was provided by artist, vocalist and internet sensation Joe Everson, thanks to the sponsorship of SmithAmundsen LLC. Everson sang while painting a live-action, patriotic artwork. His artwork plus another Everson original were later sold at the live auction benefiting Indiana BANKPAC. At the banquet, 2021 Chairman Michael S. Zahn was honored for his contributions this year, and the chairman’s gavel was ceremoniously passed to 2022 Chairman Garry D. Kleer. Zahn was also presented with a Sagamore of the Wabash award by State Sen. Andy Zay and Tom Fite, director of the Indiana Department of Financial Institutions. Sen. Zay was also presented the 2021 IBA Legislator of the Year award by Dax Denton, senior vice president of government relations. To conclude the evening, the grand prize drawing took place, with Kevin Bender of the Bank of Wolcott winning a multi-gem cabochon necklace in 14-karat gold, which he accepted along with his wife, Denise. On Monday morning, members attended general sessions on varying topics, and in addition had the opportunity to hear from representatives of the Independent Community Bankers of America and the American Bankers Association. IBA Annual Convention ‘New Day Rising’ for Indiana bankers At Monday’s lunch, sponsored by The Federal Home Loan Bank of Indianapolis, incoming Chairman Garry Kleer shared his plans for the coming year, and the election of officers took place. After the proceedings, attendees heard a keynote address from Cassi Chandler on the subject of servant leadership. That afternoon, the IBA held the induction ceremony for the 2020 and 2021 classes of Leaders in Banking Excellence. The IBA recognized 17 honorees who have been an integral part of the success of their institutions, their communities and Indiana banking. U.S. Sen. Mike Braun and Tom Fite offered comments, as well as each of the honorees. Monday evening brought the Future Leadership Division auction and dinner, sponsored by The KeyState Companies. Members had the opportunity to bid on silent auction items such as sporting event tickets, designer accessories, decorative pieces, sports memorabilia and specialty items to support Indiana BANKPAC. Live auction items included a guitar signed by Tom Petty, a bottle of rare Pappy Van Winkle bourbon and more. At the end of the evening, over $37,000 had been raised for the PAC, smashing recent fundraising totals by more than $10,000. Kicking off Tuesday morning’s breakfast, IBA President and CEO Amber Van Til, 2021 Chairman Mike Zahn and 2022 Chairman Garry Kleer discussed the state of the association. Afterward, attendees heard a keynote from speaker Traci Brown, a body language expert, who gave insight on how to spot fraudsters. After breakfast, exhibitor prize drawings were announced and several more educational sessions were offered before the conference concluded at noon. 22 SEPTEMBER / OCTOBER 2021 GR SUMMIT After a year of COVID-19 restrictions and a virtual Washington trip in 2020, the Indiana Bankers Association and over 50 bankers made their way back to our nation’s capital July 18-20 to visit with regulators and legislators to advocate on behalf of the banking industry. IBA Annual Washington Trip Together again in 2021 Indiana bankers spent two full days in D.C. meeting with regulators and the Indiana congressional delegation. The annual Washington trip is a critical component of IBA’s grassroots advocacy efforts, providing members with the opportunity to educate both policymakers and regulators on the issues that impact the banking industry. Highlights from the trip included a meeting with Chairman Jelena McWilliams of the Federal Deposit Insurance Corp., gatherings with the Indiana congressional delegation, and capping off the trip with a Washington Nationals baseball game. Policy discussions with both regulators and legislators were productive. Bankers advocated for more clarity regarding cannabis and banking, additional oversight
