He has been with the bank since 1996 after graduating from Ball State University with a bachelor’s degree in 1995. He also graduated from the Graduate School of Banking at the University of Wisconsin-Madison in 2000, and earned his certified public accountant designation in 2002. During his time at the bank, Witte has managed both the leasing and commercial lending departments. He currently serves on the Wayne County Area Chamber of Commerce Board of Directors and the Reid Health Finance Committee. Garry D. Kleer, the bank’s chairman of the board, CEO and former president – and immediate past chairman of the Indiana Bankers Association – continues to serve as the bank’s chairman and CEO as well as chairman, president and CEO of its holding company, Richmond Mutual Bancorporation. Tullis has been promoted to president and CEO of the bank. He has served in a half-dozen roles since joining the bank in 1996, most recently as senior vice president of lending for 11 years. Overall, he has 26 years of banking experience. Tullis earned a bachelor’s degree from Indiana University-Purdue University Fort Wayne and is a graduate of the Paul W. Bennett Graduate School of Banking. He is a member of the Corunna Volunteer Fire Department and the Parkview Hospital Board of Directors, and former board member for the DeKalb County Community Foundation, Garrett Community Center, Ct. Martins Healthcare Clinic, DeKalb County Visitors Bureau and Garrett Lions Club. Brad Erwin has been promoted to senior vice president of lending. He was with the bank for six years from 19992006 then returned in 2021 as retail banking officer and loan officer. All told, Erwin has 23 years of banking experience including 12 years as a branch manager in financial services and three years as a retail banking branch manager. Away from the bank, Erwin volunteers with Junior Achievement and the United Way. He graduated from Indiana University-Purdue University Fort Wayne. HORIZON BANK / Michigan City Thomas Prame has been appointed CEO of both the bank and its holding company, Horizon Bancorp Inc., effective June 1. He brings leadership experience from larger metropolitan banks in significantly increasing operational efficiency and sales productivity and has already been engaged in expanding the bank’s technology-enabled business model and growth of lending platforms. Craig M. Dwight will remain CEO until June 1 and retire as a full-time employee effective July 3. Dwight will remain chairman of the board for both the bank and its holding company. MERCHANTS BANK OF INDIANA Carmel Josh Reed has been promoted to executive vice president, low-income household tax credit acquisitions of Merchants Capital, an affiliate of Merchants Bank of Indiana. He originally joined the company in late 2020, most recently serving as senior vice president. In his new position, Reed is responsible for consulting with tax credit developers on various aspects of sourcing and structuring LIHTC real estate projects. LAKE CITY BANK / Warsaw Rae Kaleohano has joined the bank as assistant vice president, marketing officer and webmaster. She has worked in the marketing and advertising industry for 25 years with a heavy emphasis on digital marketing. Kaleohano earned a bachelor’s degree in business administration from Grace College in Winona Lake. She volunteers at Lakeland Christian Academy and is an avid supporter of the American Heart Association. David J. Miller has joined the bank as security analyst officer. He earned his master’s degree in cybersecurity and information security from Western Governors University. Miller is a certified information systems security professional and Cisco-certified network associate.
