CHARLES E. POTTS Charles E. Potts is executive vice president and chief innovation officer for the Independent Community Bankers of America® (ICBA). In this role, Charles drives ICBA’s innovation initiatives and financial technology strategies, working with ICBA leadership to develop impactful, value-added solutions that help community banks seize new market opportunities to meet customers’ evolving financial services needs. His extensive experience in banking and financial service firms provided the background Charles needed to start, co-found or lead various fintech start-ups, including digital banking, mobile engagement, financial management and payments providers. Many have successful exits via IPOs or acquisition via strategic acquirers. A frequent speaker at national trade shows and conferences, Charles previously served as executive managing director at First Performance Global, where he led international business and corporate development activities for its card-control and fraud alert platform. Before that he served as CEO for NetClarity, a start-up in the University of Florida’s Business Incubation Hub. Prior to ICBA, he worked at the Advanced Technology Development Center (ATDC), leading the fintech practice where he mentored startups as part of the Georgia Techbased incubator. Charles attended the Georgia Institute of Technology, did his graduate studies at Georgia State University in Atlanta and attended the Graduate School of Banking at LSU. He is an avid master runner, cyclist and soccer fan and lives with his wife in Atlanta, Georgia. They have a daughter who recently graduated from the University of North Carolina at Chapel Hill, where she was a nationally-ranked pole vaulter on the Track and Field team. MELANIE HALL Melanie Hall is the commissioner of the Montana Division of Banking and Financial Institutions. She provides the overall leadership to the Banking Division, which is responsible for the supervision of all statechartered banks and state-chartered credit unions. In addition, the division licenses and examines over 2,000 non-bank financial entities, including mortgage lenders, mortgage servicers and mortgage brokers, consumer loan companies, sales finance companies, deferred deposit lenders and escrow businesses. The Division is also responsible for processing all consumer complaints by Montanans against regulated and unregulated providers of financial services. Commissioner Hall obtained her B.A. in Economics from Eckerd College in St. Petersburg, Florida, and her juris doctor from Tulane Law School in New Orleans, Louisiana. She is the chair of the board of the Conference of State Bank Supervisors and is the past chair of the CSBS Education Foundation Board. She also serves on the St. Peter’s Hospital Foundation board of trustees. PATRICK BARKEY Patrick Barkey has served as director of the Bureau of Business and Economic Research (BBER) at the University of Montana since 2008. He has been involved with economic forecasting and policy research for more than 40 years in both the private and public sectors. Patrick has authored studies on energy development, tourism, labor markets, tax policy and international trade. He is the past president of the Association for University Business and Economic Research (AUBER), a national organization of regional business research centers founded in 1947. The BBER is the preeminent business research center in Montana. Housed in the College of Business for 46 years, it has produced the Montana Economic Outlook Seminar, a half-day program devoted to the national, state and local economic outlook that now is held in 10 cities across Montana in February. Patrick also hosts the “Montana Economic Minute,” a daily podcast on economic issues that has aired on radio stations throughout the state since 2008. He holds a B.A. and a Ph.D. in economics from the University of Michigan.
