UAPA AND CTE Establishing Pathways for the Workforce of Tomorrow The past few years have brought many challenges for employers, one of which is having enough employees to get the job done. And in the field of asphalt and pavement, not just any employee will do. Having the right employee with the right skills is important. Experts agree that the Great Resignation is behind us. However, many employers are finding a lack of qualified candidates, putting increased pressure on fine-tuning their recruiting, retention, and employee engagement strategies and programs in the year ahead. UAPA understands this issue and is doing its part to ensure that a steady stream of qualified employees are lined up for business in the industry. To accomplish this, UAPA has teamed up with school districts throughout the region. Through the Career and Technical Education (CTE) program, students have the opportunity to learn more about the industry and engage with you, the employer. The relationships that these programs build with the business community bridge the needs of employers and the development of students as future workers. Studies have shown that 94% of CTE high school students graduate ready to start a career and continue their education. In short, the workforce of tomorrow already exists. How exciting is that? 8

We recently had the opportunity to talk with Angie Pommerening with the Jordan School District and discuss more about their CTE program and what is happening there. Angie explained that the district uses a program called YouScience® to help students discover their natural aptitudes and make the connection between what they’re learning and the career and educational aspirations of tomorrow. The students take the YouScience® assessment test in 7th and 9th grade to help determine good career matches in different industries and then the students are introduced to those industries through a number of school and industry events. Recently, UAPA hosted a couple of small groups of CTE leaders and toured the Staker Parson asphalt plant in Ogden and the Geneva Rock quarry at the point of the mountain. These types of interactions help students gain direction on future careers and allow employers to meet potential employees. It’s a win-win. The tours will resume in January 2024. Once a student has identified a field of interest, the CTE program creates a pathway and gives them a roadmap of where they can go and what classes they need to start taking. Because of the great success of this program, Jordan CTE is excited to be adding a construction management pathway starting in the upcoming school year. This is in addition to the welding, diesel engineering mechanic, automotive and carpentry pathways, which are already established. There are additional non-construction pathways in place as well. Relationships with the local companies are vital for the success of this program. As the students near graduation, the hope is that through tours and events, connections with employers have been made. 9

The door is open for the business community to start engaging with these bright students. There are a number of events that will be taking place in the next few months, and businesses are encouraged to get involved and get to know tomorrow’s workforce. Here is a list of a few: February 27-28 2024 Utah Asphalt Conference: UAPA will be hosting 200 CTE students from the state of Utah at the annual conference held at the Mountain America Expo Center. Students come ready to learn about the industry and explore possible career paths. April 22-23, 2024 Skills and Trade Night: We are hosting this event two nights in a row. West Jordan High School will host on April 22, and Riverton High School will host on April 23. The goal is to get students who are not headed to a traditional university track and are looking for other viable options to meet with businesses and be exposed to a variety of career paths. February 2025 Pathways to Professions: Held at the Mountain America Expo Center. This event is open to industry partners and businesses from all over the valley. This past year, we had approximately 4,600 juniors and seniors attend. The idea is to introduce students to different careers. Brett Tolman RIGHT ON CRIME Brett Tolman is the executive director for Right on Crime and a former U.S. Attorney. Tolman was a leading figure in the drafting and passage of the First Step Act, one of the most sweeping reforms of the federal criminal justice system in decades. Tolman continues to advise the White House and many members of Congress on such issues. He is an attorney and founder of the Tolman Group focusing on public policy and government reform. Previously, he was a shareholder at Ray Quinney and Nebeker and served as chair of the firm’s White Collar, Corporate Compliance and Government Investigations section. For the past 10 years, Tolman has defended corporations and executives in all manner of state and federal criminal and regulatory actions across the country. Prior to entering private practice, Tolman was appointed by President George Bush in 2006 as the U.S. Attorney for the District of Utah and held that office for nearly four years from 2006-2009. As a U.S. Attorney, he was responsible for cutting-edge cases addressing such issues as international adoption fraud, mortgage fraud, international marriage fraud, sex and human trafficking, terrorism and breaches of national security. In 2009 he handled the prosecution of Brian David Mitchell, the kidnapper of Elizabeth Smart. From 2008-2009 he was selected by Attorney General Michael Mukasey to serve as special advisor to the attorney general on national and international policy issues affecting United States attorneys and the Department of Justice. Prior to his appointment as U.S. Attorney, Tolman served as chief counsel for crime and terrorism to the United States Senate Judiciary Committee. During his career, Tolman has testified multiple times in the United States Congress and assisted in drafting and passing many pieces of legislation affecting state and federal criminal justice systems. These include the First Step Act of 2018, the Corrections Act, the Sentencing Reform Act, the Justice for All Act of 2004, the Protection of Lawful Commerce in Arms Act (2005), the Violence Against Women and Department of Justice Reauthorization Act of 2005, the USA Patriot Improvement and Reauthorization Act of 2005 and the Adam Walsh Protection and Safety Act (2006). He is a frequent contributor on Fox News and No Spin News with Bill O’Reilly. KEYNOTE SPEAKER 19

Dr. Vince Hafeli, D.B.A. AJAX PAVING KEYNOTE SPEAKER Dr. Vince Hafeli, D.B.A., is the president of Ajax Paving Industries of Florida, a leading Southwest Florida asphalt paving and construction services provider. He began his career in 1985 in the Geotechnical and Materials Engineering field as an entry-level laboratory and field engineering technician. He later worked as a quality control manager for engineering firms, the Florida Department of Transportation and Ajax Paving. In 2004, Vince took over as asphalt plants and materials general manager with Ajax Paving and was promoted to Vice President of Plants and Materials in 2007. In 2019, Vince was promoted to president of Ajax Paving and continues to serve in that capacity. Throughout his career, he has demonstrated exceptional leadership and management skills, leading teams with empathy and understanding while completing complex projects. Vince’s most recent accomplishment was receiving his Doctor of Business Administration degree from the University of South Florida, where he researched mental health and suicide in the construction industry. Vince is an international speaker, author, and mental health and suicide advocate dedicated to raising awareness about the importance of mental health and reducing the stigma associated with mental illness. With a personal passion for mental health and a deep understanding of the challenges faced by those struggling with mental health issues, Vince has become a leading voice in the advocacy community. He has dedicated his time and resources to promoting mental health awareness and reducing the stigma associated with mental illness. He works with organizations and advocacy groups to help break down the barriers preventing people from seeking mental health help. As a speaker, Vince is known for his thought-provoking and impactful keynote talks on mental health and suicide prevention, where he shares his mental health struggles, his doctoral research and what organizational transformation looks like at Ajax Paving. 20

Sidney Smith KEYNOTE SPEAKER Sidney Smith was born with a love of the outdoors. As a young kid, he loved the hunting season, camping with the family and being in the mountains. Sidney grew up in Provo, Utah, and went to school at BYU Idaho. There, he met his wife Lori. Together, they started their family in Lake Powell, Utah, where he started his career in the hospitality industry as a hotel general manager and fell in love with living the lake lifestyle. Together they now have four beautiful children: three girls and one boy. The beauty quality all comes from their mother. In 2015, Sidney had a life-changing moment where he lost both of his legs below the knee. His amputation story and going through his life trials taught him ways to overcome fear and adversity while making life more interesting and full of adventure and gratitude. Sidney has lived in Vernal, Utah, for the last 13 years and works as a Business Account Executive for a local phone, cellular and internet provider. He is a double amputee, triathlete, outdoorsman and does a little public speaking on the side. Sidney also runs a nonprofit organization that provides outdoor opportunities for people with impairments called Disabled Outdoorsmen. 21

Ryan Starks was appointed executive director of the Governor’s Office of Economic Opportunity by Gov. Spencer J. Cox on Jan. 12, 2023. In this role, Starks oversees Governor Cox’s vision of providing economic opportunities for all Utahns. The office supports business, industry and community growth through various financial incentives and grant programs. The office fosters innovation and entrepreneurship, supports targeted industries, promotes responsible tourism and works to strengthen Utah’s diverse workforce. Starks was previously the managing director of growth and innovation in the Governor’s Office of Economic Opportunity, overseeing business expansion programs and partnerships, rural economic development initiatives, and the state’s international trade and diplomacy efforts. He also serves as an honorary commander of the 419-fighter wing at Utah’s Hill Air Force Base. Previously, he has worked for the U.S. Government Accountability Office (GAO) in Washington, D.C., and also as the executive director of the Heber Valley Chamber of Commerce and as the founding director of the Wasatch Center for Advanced Professional Studies (CAPS) — an innovative workforce partnership between students and industry. He also taught as an adjunct professor of management for 10 years in the BYU Marriott School of Business. Starks earned a bachelor’s degree from Weber State University, where he served as student body president, and a Master of Public Administration degree from BYU. He earned a certificate in economic development from the University of Oklahoma and a certificate in entrepreneurship and innovation from Harvard University.
