We have a track designed just for you with more graduate-level topics, including the latest research on the use of plastics in asphalt and the best way to responsibly design, engineer, and construct pavements with reclaimed asphalt pavements (RAP). Are you in a leadership position within your organization? We have a track for you too! Come and learn about what the electrification of our infrastructure means for our industry or why you should be in the know about technologies such as Warm Mix Asphalt (WMA) and where it is headed both in the State of Utah and nationally. Of course, even with some of the changes, the staples of our conference remain. Preservation of our roadways and assets is as important as ever when we may be facing a recession. Also, we always want to celebrate our industry leaders, our Hall of Fame Inductee, and all the great projects that took place in the state over the course of the past year. We look forward to seeing you at the 2023 Utah Asphalt Conference. A conference is only as good as the people who attend it, and we simply have some of the best. Beyond the classrooms of education and the booths made for networking, I hope you will take the time to take away something from the conference that will help you get better at your job. I recently heard a public speaker say that people, at best, only remember roughly 20% of anything you say to them, so here is my 20% for the 2023 Utah Asphalt Conference: Get Better. The conference will give you the tools, but only you have the will. Put the two together, and 2023 can and will be a great year for you. The conference stands on the cusp of the construction season this year. Carlos Braceras, UDOT Innovation, Efficiencies and Plans for 2023 KEYNOTE SPEAKER Every year since, for the last twenty-five years or so, the UDOT Innovation and Efficiencies Report has been published in response to UDOT’s budget asks from the legislature. As Carlos Braceras, the longtime Executive Director of UDOT puts it, “At first, we were required to provide an accounting, and now we continue to do it because we feel it’s important to be accountable for what we do and what we spend. This report has also evolved into something that motivates our people to innovate. We’ve saved at least six million in efficiencies every year. It’s something we’re really proud of.” This year’s report starts with “The Utah Department of Transportation (UDOT) has a Mission to enhance quality of life through transportation. As careful stewards of taxpayer dollars, we aim to execute that goal in the most effective way – providing the greatest value with every penny we invest. Since 1997, UDOT has reported on the ways we deliver value with efficiency and innovation, and every year we continue to find new and better ways to fulfill our Mission. The imperative for UDOT to provide a safe, reliable transportation system has perhaps never been more important or challenging. Utah’s population is increasing at a tremendous rate, with our population expected to double by 2050. We cannot, and will not, double our lane miles to match the increasing population. With so much change in our state, industry, and technology, we’re constantly adapting in every part of our business. At UDOT, innovation is part of our DNA. Utah is nationally recognized for its legacy of continually seeking ways to do things better, faster, and more efficiently. We’ve had some high-profile successes, like accelerated bridge construction (ABC) and delivering the country’s first designbuild transportation megaproject. And we’ve also had successes that were less obvious, yet still incredibly important. This report includes examples that cover the spectrum, from moving bridges to improving safety. And regardless of whether these innovations made the news or are behind the scenes, they all have one thing in common: they help us make life better and safer for everyone using Utah’s transportation system.” 18

UAPA had the chance to sit down with Carlos Braceras to talk plans for 2023 and innovation immediately jumped to the top of the conversation. Q: So, let’s talk about innovation. It seems like it’s something that you are focused on and very proud of. A: First, innovation is paramount to what we do here. It must be. It’s how the public sees us; we need to continually look for ways to do things better. Utah was the first state in the country to build bridges out of traffic and then move them into place. It was groundbreaking at the time. The goal, of course, is to get things done faster, better, and more economically. That’s the whole point of innovation, right? And building a culture of innovation is key to continuous improvement, as well as supporting an overall strategy of success, which directly supports our mission. Q: How has UDOT evolved over the years, with an eye to the innovations developed year over year? A: It used to be that our main goal was the movement of cars through our communities. But that goal has evolved to moving people and the things that people need. We have moved from building highways to transit systems. It’s very exciting. Utah is very unique in that we’re the fastest-growing state in the U.S., and we don’t have the physical room to grow our highways incrementally to accommodate the growth. Utah’s population is expected to grow to over five million by 2050, and much of that growth will take place in the urbanized areas of the Wasatch Front. We need to be innovative in how we deal with it all. We need transit systems that bring our communities together and facilitate connecting people to workplaces and leisure places in a way that makes sense. Q: How can UAPA be part of this vision? A: The number one thing that we need to do is to take care of the foundation of highways that we have. Our current infrastructure is a 44-billion-dollar asset, 24 billion of which is asphalt and concrete. This has to be top of mind, as we can’t invest in other fundamental projects if we don’t protect and maintain what we have. We have very cold weather and very warm weather in our state, which takes a heavy toll on our pavements. We are fortunate to have the professionals that we do in the asphalt industry here in Utah. Q: Is there anything that you are especially excited about for 2023? A: Absolutely. We’re focused on USATS – Utah Statewide Active Transportation System – which is more than just a way to get from one place to another. We want to move people and goods easily within and across our communities. A well-functioning transit system feeds a vibrant economy. We’re working on double-tracking Front Runner, which will make a huge impact on commutes. And probably the most exciting thing, which is also something that Governor Cox is passionate about, is a goal to create a statewide trail system that connects every existing trail in our state, from Bear Lake to St. George. It’s an intrastate trail system. This is long-term, and it may not be completely finished in our lifetimes, but it’s a fabulous and lofty vision that will positively impact us all. We want to give people transportation options and allow them to choose how they want to travel – whether it be by car, bus, train, walking, or biking – to get where they want to go freely and safely. Q: Any last and parting thoughts about this industry and the contribution it makes to us all? A: I think that the transportation industry in all its forms – from highways to technological innovations is incredibly exciting. It’s the best business. I think people need a purpose, and transportation matters. I love our industry. Braxton McCoy has over a decade of public speaking experience and has engaged a wide variety of audiences, including Fortune 500 executives, military members, rehabilitation centers, and NBA, MLB, and NFL players and executives. He is unmistakably humble, raw, compassionate, and humorous; his powerful story and frank methods of introducing these values stay with audience members long after the ovation has come to an end. In 2006, Sgt. Braxton McCoy (Ret.), while performing a security detail outside of Ramadi, Iraq, was severely wounded by a suicide bomber. Both his legs and arms were broken in multiple places, his spine was fractured, he had a number of fractured ribs, there was bleeding in the brain, and he had a severed medial nerve in his right hand. What followed was over two dozen surgeries and nearly a decade of physical therapy and rehabilitation. It was during his long-term recovery that Sgt. McCoy twice served as a National Advocate for the Army Wounded Warrior Program and twice as a Veterans’ Advocate for the Coalition of Iraq and Afghanistan Veterans in the District of Columbia. Those four years as an advocate were focused on getting veterans back to work as a meaningful way to outflank Post Traumatic Stress Disorder (PTSD). In 2013, Sgt. McCoy started the Warrior Employment Project, a non-profit designed to connect veteran families in need with CEOs and CIOs. The non-profit had the dual purpose of leading veterans to employment as well as working with these families to solve immediate financial problems impeding their progress. In 2018, he ceased running that non-profit initiative and now spends his time training horses and writing and speaking about what it takes to overcome the challenges that life inevitably sends our way. When he is not working, you can find Sgt. McCoy interacting with the horses he loves, climbing mountains to reach the best hunting and fishing in America’s backcountry, teaching others to hunt and fish, or competing in endurance races. As a result of his service, he has been awarded several medals, including an Army Commendation Medal with V Device for exceptionally valorous achievement in combat and a Purple Heart. KEYNOTE SPEAKER Aaron Witt: DEVELOPING THE WORKFORCE THE REALITY OF THE DIRT WORLD’S WORKFORCE The National Center for Construction Education & Research (NCCER) estimates 41% of the current construction workforce will retire by 2031.3 It takes eight to 12 years to fully train someone as a construction craft professional, so it’ll be nearly a decade before new hires reach the same skill level as those retirees.4 That — coupled with the current workforce shortage — paints a pretty ugly picture for the Dirt World’s future. But that future isn’t acceptable. The Dirt World makes everything society needs to function; we cannot The workforce is the Dirt World’s biggest problem today. From September to December 2021, 789,000 construction workers quit their jobs.1 In 2022, the industry faced a shortage of 650,000 workers.2 Who’s going to step into those roles? The people you develop today will be your workforce tomorrow. We’ll explore the ways you can develop your workforce. But first, let’s look at the current situation. survive without it. “We can't fail because this industry is essential. Our communities, our future generations, depend on us to figure this out,” says Aaron Witt, CEO of BuildWitt. So, Dirt World companies must fix the workforce problem — and they must change to do it. "We cannot continue the status quo. What we’re doing is clearly not working; we need to go beyond what we’ve done up to this point,” Aaron explains. “No one’s coming to save us. So, how can Dirt World companies solve the workforce problem? By following these three steps to develop the workforce: 1. CHANGE PERCEPTIONS OF THE INDUSTRY Over the past 100 years, the workforce has shifted from manual labor to knowledge labor; you can see that when you look at the top five companies in America. Companies like Standard Oil and Bethlehem Steel have been replaced by Apple and Amazon. The shift toward knowledge work has damaged the Dirt World’s reputation. People have begun to believe myths about the industry, like: • There’s no money in working with your hands. • People only work construction if they’re too dumb for college. • It’s just a bunch of old guys cussing at each other and telling dirty jokes. You know none of those things are true — but young people don’t. All they know is that parents and teachers are pushing them away from the Dirt World because a college degree or knowledge work is “better” than manual labor. And the Dirt World offers many opportunities like: • Camaraderie • Financial stability • Career growth and leadership • Outdoor work, often in different places • Immediate gratification of seeing what you made • Community service The first step to workforce development is showcasing the positives to change how the next generation of workers perceives the industry. You can do this by sharing your current employees’ stories on your website and social media. What brought them to this industry? Why do they love it? When people see others living the lifestyle they want, they’re more likely to try the same jobs. 2. ALIGN YOUR BUSINESS WITH HUMAN NATURE You’ve probably seen the pyramid of needs. It starts with our most basic physical needs — food, water, shelter. Then it moves up to safety, belonging, esteem, and self-actualization (which means reaching one’s full potential.) We meet some of those needs through our own efforts, family, and friends. However, people spend many of their waking hours at work. So much of our need-fulfillment comes from our jobs. Workers bring home paychecks so that they can put a roof over their family’s heads. They crave job security so that they can feel safe and not worry about tomorrow. They work hard so that they can feel like they’re accomplishing goals and reaching their potential. Your workers’ concerns will always be to meet their own needs first. That’s human nature. As a leader, you must give people what they need so they can focus on work and help meet your needs in return. Here’s what the pyramid of needs looks like for Dirt World workers: • Pay, benefits, and flexibility. Are you paying them enough to live comfortably? Can they have a good family life alongside this job? Can people enter the industry easily? • Trust and belonging. Do leaders and workers trust each other? Is the culture respectful and communicative? • Recognition and growth. Do you praise people for jobs well-done? Do top performers get to move up? Do you ask people where they want their careers to go? • Purpose and full potential. Have you clearly defined your mission? Do people know how their work benefits society? Do you know your people’s gifts — and do you help them use those gifts? If you answered “no” to any of those questions, consider how you can improve that area. For example, maybe a foreman yells at people or ignores the value of their experience. Your crew’s need for trust and belonging is unmet — and so is the foreman’s. So maybe you train the foreman and crew on leadership to help create the trust they need to work well together. 27

That brings us to . . . 3. TRAIN YOUR WORKFORCE Research has found that 52% of manual laborers are unsatisfied with their jobs.5 So, we asked over 600 Dirt World workers what one thing would most improve their job satisfaction. The number one answer was a pay raise. (Remember, that’s the most basic need. They’re most concerned with putting food on the table, keeping the lights on, and providing for their families.) The number two answer was training. In fact, other studies have found that construction workers think of training as a type of reward.6 Your people want to learn and grow. They want to do a good job that they can be proud of — and that their kids can be proud of. They’re practically begging for training . . . but most of them don’t get it. One in five site workers told us they never get training. One-third of people in all roles said they get training once a year or less. Of those who do get training, nearly two-thirds say it stinks. Your people want more, better training, and they're willing to quit working for you and go work somewhere else to get it. Potential recruits are also more likely to want to work for you, because they see that you’re willing to invest in them and help them achieve their goals — goals that benefit you, too.
