UCLS Mission Statement The Utah Council of Land Surveyors strives to establish common interests of all individuals engaged in the surveying profession; to define a standard of care intent on protecting the public welfare while encouraging professional ethics and sound surveying practices; to promote public awareness of professional land surveyors and their work; and to mentor the next generation of surveyors. Bryan T. Worthen, PLS UCLS Timpanogos Chapter President Horrocks Survey, Project Manager Bryan is a Professional Land Surveyor from Pleasant Grove, Utah. He has been practicing land surveying since 2006. He graduated from Utah Valley University with a bachelor’s degree in geomatics in 2015 and became a licensed land surveyor in 2025. He loves all the aspects of land surveying but has a special place for remote sensing. Bryan has been involved with LiDAR and photogrammetry since 2015. In his current role at Horrocks, Bryan is a survey project manager and a LiDAR practice lead. He has also worked as a consultant, helping many companies adopt modern technology and workflows. Bryan is happily married with four wonderful children. He loves outdoor recreation and spending as much time with his family as possible. Bryan has a deep love for the surveying industry. He tries to promote it, and mentor others within it, as much as possible. Bryan has frequently helped with UCLS events and outreach in the past. This is Bryan’s first official role serving within the UCLS. Douglas Kinsman UCLS Salt Lake Chapter President Ensign Engineering and Land Surveying Inc. Douglas began surveying in the fall of 1987 when he joined the U.S. Army and took the construction surveying course. He really enjoyed the aspect of seeing something go from a raw piece of property to a building, parking lot, etc. After leaving the U.S. Army in 1992, he decided that he needed to further his education, so he enrolled in the land surveying and engineering classes at SLCC. He earned his first associate degree in 1993 and continued on to earn his second associate degree in land surveying in 1996. During that time, he worked for a small land surveying company and found that he really enjoyed this type of work. In 1995, he started working for Ensign Engineering and Land Surveying Inc. and has worked there ever since. He has been the Legislative Committee chair, state chair and is currently serving as the Salt Lake Chapter president. He has enjoyed his interaction with the different committees in UCLS and would like to further his contribution to UCLS in the current position by continuing to work beside the many great professionals who are in the organization.
